Rainmeter 2.2 Released with Lots of Minor Improvements and a New PluginWindows: Rainmeter, our favorite system monitor and desktop customizer for Windows, just released a new version that contains many bug fixes, performance improvements, and localization support for 35 different languages.

The new version includes improvements to the Rainmeter's "Show Desktop" support (which was annoying in early versions), the NowPlaying plugin (which is now more reliable and supports more players), and the ability to select your language when you install Rainmeter. It also adds a new "Process" plugin, which can tell you whether a certain process is running?great for seeing if certain background applications are running or not (if they don't appear in your taskbar). As usual, you can download Rainmeter 2.2, install it over your current version, and it will keep all your customizations for you. The best, and worst, Dow stocks for 2012

Home Depot's fortunes are tied to the housing market. Guess what that means for the stock?

Another year has come and gone, and that means it?s time for the 24/7 Wall St.?s New Year?s market projections. The Dow Jones Industrial Average managed to gain about 5.5 percent in 2011, but the S&P 500 fell 0.04 points. The markets are starting 2012 with some negative economic trends, including slowdowns in China and India and Europe on the verge of crisis. Given this picture, does it seem realistic to expect a double digit gain from the Dow in 2012?

In fact, 24/7 Wall St. projects that the Dow could rise almost 12 percent, peaking around 13,678, in 2012. It seems almost too good to be true, but is actually feasible when you look at the big picture. We have used the same methodology to come up with a peak valuation for the DJIA for three years in a row. Amazingly, the peak values were almost within 1 percent of the actual levels in 2011 and in 2010.

In order to identify the best and worst stocks in the Dow for 2012, we reviewed the DJIA stocks which had the most and least implied upside. Not surprisingly, the ones with the most upside potential in 2012 were among the worst performing in 2011. Similarly, the least attractive DJIA stocks are in many cases stocks which are now trading close to new highs.?After looking at Thomson Reuters data, there are several stocks which may significantly outperform the market this year and several that will be disappointments.

These are the best and worst stocks in the Dow for 2012.

The best

Alcoa, Inc.

  • Price: $8.65
  • Target: $12.48
  • Pct. change: 44.2 percent
  • Dividend: 1.4 percent

Alcoa, Inc. closed 2011 at $8.65, leaving an implied gain of 44.2 percent to the $12.48 consensus price target. ?Alcoa?s game is simple and the company believes that the aluminum market can double by 2020. Shares were brutalized last year as the 52-week range was $8.45 to $18.47. It?s hard to imagine that this stock traded above $30 before the recession.

24/7 Wall St.: Worst product flops of 2011

Bank of America Corporation

  • Price: $5.56
  • Target: $9.58
  • Pct. change: 72.3 percent
  • Dividend: 0.7 percent

Bank of America Corporation, of course, has the most upside because it was the worst-performing DJIA stock of 2011, losing more than half of its value. At $5.56, it has an implied upside of an incredible 72.3 percent to the $9.58 target. This may sound too good to be true, notwithstanding Warren Buffett?s faith. BofA?s problems are almost too numerous to bother naming here.

Caterpillar, Inc.

  • Price: $90.60
  • Target: $114.50
  • Pct. change: 26.3 percent
  • Dividend: 2.0 percent

Caterpillar, Inc. is heavily dependent on emerging markets for mining and infrastructure, so its business is highly cyclical. The 2011 close at $90.60 was near the middle of the 52-week range of $67.54 to $116.55. The consensus Thomson Reuters price target of $114.50 implies an upside of 26.3 percent and the dividend is about 2 percent. As go the emerging economies, goes Cat!

24/7 Wall St.: Biggest corporate layoffs of all time

J.P. Morgan Chase & Co.

  • Price: $33.25
  • Target: $46.33
  • Pct. change: 39.3 percent
  • Dividend: 3.0 percent

J.P. Morgan Chase & Co. has a strong management team, but it?s in the battered banking sector. It now trades well under book value. If the sector improves, investors will probably seek opportunity with Jamie Dimon. At $33.25, there is an implied upside of 39.3 percent to the $46.33 price target from Thomson Reuters. Keep in mind that the 52-week trading range is $27.85 to $48.36, so even the leader has lost a third of its value.

United Technologies Corporation

  • Price: $73.09
  • Target: $88.79
  • Pct. change: 21.5 percent
  • Dividend: 2.6 percent

United Technologies Corporation was a surprising inclusion on the list as the conglomerate was shown to have 21.5 percent upside from the current $73.09 price to a target of $88.79. That would still not top the high last year, when the range was $66.87 to $91.83.

The worst

Home Depot, Inc.

  • Price: $42.04
  • Target: $42.55
  • Pct. change: 1.2 percent
  • Dividend: 2.7 percent

Home Depot, Inc. might seem like a no-brainer for limited upside when you consider the poor state of the housing market. Amazingly, this one was a major performer by ?the end of 2011, and was up a massive 50 percent from its 52-week low. It?s as if the market is trying to signal a major resurgence of home improvement ahead. ?At $42.04, the implied upside is only 1.2 percent if the stock just hits the consensus price target of $42.55. Imagine if the company starts giving really good news again.

24/7 Wall St.: America's 10 Highest Paid CEOs (Which Are Worth It?)

McDonald?s Corporation

  • Price: $100.33
  • Target: $103.48
  • Pct. change: 3.1 percent
  • Dividend: 2.8 percent

McDonald?s Corporation was the top DJIA performer in 2011, so it should be no shock at all that analysts see little potential for the stock this year. At $100.33, the consensus upside is only about 3.1 percent to the target of $103.48. MCD hit hit new all-time highs at the end of 2011 and media and market pundits expect continued strength. If so, analysts will have to raise their price targets. It already yields close to 3 percent in dividends and its payout was recently raised.

The Travelers Companies, Inc.

  • Price: $59.17
  • Target: $61.37
  • Pct. change: 3.7 percent
  • Dividend: 2.8 percent

The?Travelers?Companies, Inc. has been an anomaly for investors. While banks and many financial stocks were in the gutter for 2011, it ended the year close to a multi-year high. At $59.17, the Thomson Reuters consensus price target of $61.37 leaves only 3.7 percent implied upside and the 52-week trading range is $45.97 to $64.17. It does have a 2.8 percent yield. This is often considered the least visible of the 30 DJIA stocks, so maybe there is more to this story than the analysts think.

Verizon Communications, Inc.

  • Price: $40.12
  • Target: $39.14
  • Pct. change: -2.5 percent
  • Dividend: 5.0 percent

Verizon Communications, Inc. was the only one of the 30 DJIA stocks to end above its consensus price target. Shares closed at $40.12, about 2.5 percent above the Thomson Reuters target of $39.14. Still, the telecom giant has a massive 5 percent?dividend?yield and its shares just hit a 52-week at the end of last week.?

Wal-Mart Stores, Inc.

  • Price: $59.76
  • Target: $61.70
  • Pct. change: 3.2 percent
  • Dividend: 2.4 percent

Wal-Mart Stores, Inc. has the least implied upside to its consensus price target from Thomson Reuters of $61.70 because its stock has been close to new multi-year highs. At $59.76, that leaves only about 3.2 percent implied upside, but it has a 2.4 percent dividend that should be raised very soon and its 52-week trading range is $48.31 to $60.00. While it has a low dividend, this is actually a really high yield compared to most retail stocks. It will not be surprising if analysts start to see more upside by raising their price targets.

13.56 Guess who's back... Olli Rehn is back! The EU's economy commissioner said that the EU executive expects Spain to take fresh measures to curb public spending this year, including radical job-market reforms.

With Spain's 2011 public deficit "likely to be 8pc instead of 6pc" of GDP, Rehn said more needs to be done to ensure Madrid meets a 2013 deadline to meet the EU threshold of 3pc.

Rehn said that "it is regrettable that the fiscal deficit has been exceeded by Spain apparently rather substantially, mainly because of excessive spending by the regional governments" of powerful, semi-autonomous regions like Catalonia or the Basque Country. "We expect that Spain will take further measures."

13.46 Over to the US, where Charles Evans from the Federal Reserve Bank of Chicago, is doing nothing for American confidence. He is saying that the US economy still needs "substantial" Fed support and that the central bank should be willing to tolerate higher inflation.

13.43 More on that story that European leaders have dropped plans to alter the rules of the single market as part of a new fiscal compact, in a move that signals a significant victory for Britain.

Louise Armitstead reports that the draft document has also narrowed the role of European Union institutions, particularly the European Court of Justice, in supervising the new fiscal compact.

13.20 Back to Merkel: She says there has been no agreement in the EU over the Financial Transaction Tax (FTT). She says the German Government agrees on the will to introduce FTT in EU.

13.19 Great quote from Monti: "In 1980 Professor Tobin told me that the Tobin Tax is like the Loch Ness Monster, it appears and disappears continuously."

13.15 Here's Monti: There will be a broad package of liberalisation reforms in coming days.

And Monti has hit the UK where it hurts by saying that a Financial Transaction Tax would make sense.

13.06 Merkel chiming in with soundbites: "In politics you can never talk about the 'last reform' - the world changes constantly and we all have to adapt... We will need more Europe in future, not less."

Merkel: "EU will grow further with new EU members... Europe's population and economic clout on the global scale is shrinking. If we want to stay wealthy we must become more competitive.. a united Europe is to Germany's advantage."

12.59 Back to Monti: Germany and Italy share an interest in boosting growth in the eurozone. He says he discussed with Merkel the need for a stronger, better single market.

He says there needs to be an orderly reduction of interest rates and further EU integration.

"I hope the financial markets will acknowledge the efforts being made by Italy," he says.

12.56 Now Merkel: EFSF leveraging more difficult than thought, ECB to advise. She says Germany would be prepared to pay more into the ESM at the start in order to send a message to the markets.

She adds that the EU budget already provides a facility for growth through the structural and cohesian funds.

12.55 Still with Monti, who says further austerity measures in Italy aim at economic growth.

12.54 Mario Monti now speaking. He says German discipline is the best recipe to overcome the European debt crisis. He adds that Italians broadly backed "very tough" measures and that Italy is no longer a threat.

12.47 Merkel says one of the first tasks this year is to determine the second pact for Greece. She says a Greek debt swap was discussed.

She says that France, Italy and Germany will meet on January 20.

12.45 "Merkonti" press conference under way. Merkel says there is a good chance of fiscal compact agreement on January 30. She praises the Italian government for taking fast, important measures.

Has she heard Monti's call this morning for the EU to recognise Italy's efforts in dealing with the debt crisis?

12.38 In case you're wondering, the Merkel/Monti press conference is yet to start.

12.37 David Cameron has said in Prime Minister's Questions that the UK's position on EU veto "will not change".

12.32 Further to our posting at 9.40 on the EU fiscal treaty, Open Europe believes that this draft looks to be much more in line with the UK?s demands and suggests that the UK still has some negotiating power or some allies willing to argue a similar line.

Open Europe director Mats Persson said:

Quote This latest draft marks a provisional victory for Cameron and Clegg ? the references to the single market are gone and the role of the EU institutions watered down. The fact that the changes line up closely with UK objectives suggests that the Government may have more allies than has often been portrayed. The strengthened commitment to incorporate these new rules into the EU Treaties within the next five years sets the stage for another round of EU negotiations involving the UK, potentially another source of leverage for the Government in the future. At the same time, however, the narrower role for the EU institutions in enforcing the rules for eurozone countries that run large debts may be seen by markets as a weakness reminiscent of the original Stability & Growth Pact.

12.08 Back to Greece. The country's budget deficit is expected to hit 9.6pc of economic output in 2011, about half a percentage point above target, the development minister acknowledged.

Michalis Chryssochoidis said that an increase in the use of European Union structural development funds had contributed to lowering government overspending from 10.6pc of GDP in 2010.

11.53 Olli Rehn, vice-president of the European Commission, has given some damning quotes on Greece:

Quote Greece was accepted to the eurozone in 2001 partly based on false stastical information, but that is past. Greece did not reveal the truth of its economic and fiscal situation. But Greece is a member of the euro and it will be a member of the euro.

Rehn adds that there is still a chance of resolving the European debt crisis but wise and bold decisions are needed. He predicts there will be 17 eurozone members at the end of this year.

11.45 The yield on German one-year bonds is now 0.000pc.

11.35 BREAKING NEWS...

Spain to raise ?86bn via bond sales in 2012. This gross figure is nearly ?10bn less than the ?95.6bn raised by issuing sovereign debt in 2011, said the Treasury.

11.32 US Treasury Secretary Timothy Geithner has said he was ?encouraged? by what he heard about China?s economic growth after meeting senior officials in Beijing. ?We?ve had some encouraging signs of strength and resilience in the United States recently, and I leave Beijing encouraged? about the trajectory of China?s economic growth, he said.

Premier Wen Jiabao said:

Quote Somehow I always believe that when it comes to China and the United States, dialogue works better than confrontation and cooperation works better than containment. And in terms of our economic and political relationship, I believe cooperation benefits both while confrontation harms both.

11.26 Ratings agency Fitch has said that the ECB should ramp up its buying of eurozone debt to support Italy and prevent a "cataclysmic" euro collapse.

Meanwhile, German finance minister Wolfgang Schaeuble has rejected euro bonds as long as there are no rules in place to enforce coordinated economic policies.

11.24 The European Union executive has proposed to slap new sanctions on crisis-hit Hungary for failing to act to reduce its deficit in line with agreed targets.

The Hungarian parliament

The European Commission said in a statement that the government in Budapest had taken "no effective action" to get its deficit back within the EU's 3pc of GDP threshold.

Meanwhile, the economy of Croatia, set to join the European Union in 2013, will likely shrink 0.2pc this year, the central bank has said.

It added that the downturn will reflect "notably lower growth in external demand ... expected low growth in EU members as well as structural weaknesses of Croatia's economy".

11.17 Alan Clarke of Scotiabank has calculated that EDF's 5pc cut in gas prices will reduce inflation by 0.0045pc! Hurrah!

11.12 Following up our Little Chef line at 07.13, the restaurant chain has confirmed it is cutting up to 600 jobs and will close 67 branches.

10.56 Barclays has claimed that skyscrapers have an "unhealthy" link with impending financial collapse.

Researchers pointed to the fact the world's first skyscraper, New York's Equitable Life building, was finished in 1873 during a five-year recession, while the Empire State Building coincided with the Great Depression

Not good news for the ECB, which is building its own high-rise structure.

UK sells ?3bn of 10-year bonds for yield of 2.085pc. Bid to cover 2.15.

10.42 The gulf between rich and poor and a simultanous surge in the youth population and that of retirees are among the factors threatening to sow the "seeds of dystopia", the World Economic Forum (WEF) warned in its Global Risks 2012 report.

It also states that social upheaval and vulnerability to further economic shocks and risk were undermining the progress of globalization.

It cited severe income disparity, chronic fiscal imbalances, rising greenhouse gas emissions, the growing threat from cyber attacks and a crisis in water supplies as the key danger factors.

Lee Howell, the WEF managing director responsible for the report, said:

Quote For the first time in generations, many people no longer believe that their children will grow up to enjoy a higher standard of living than theirs.

10.36 BREAKING NEWS...

Germany sells five-year debt at auction below 1pc for the first time. Average yield 0.9pc, bid/cover 2.8.

Jeremy Cook, chief economist at foreign exchange company World First, said:

Quote This news comes a couple of hours after the initial estimate of German GDP for Q4 last year was revealed as 'roughly' -0.25pc, a number which could be revised lower. This represents bad news for the entire eurozone. If Germany?s not growing, nobody will be.

10.33 Michel Barnier, the EU?s financial services chief, said that he will make proposals in ?the next few weeks? on measures to cope with failing banks.

Mr Barnier says he will also present rules this year on so-called shadow banking, which he decribed as a ?major issue?.

10.07 The breaking news is coming thick and fast now! UKFI has announced that its chairman, Sir David Cooksey, is to step down. CEO Robin Budenberg to become chairman, Jim O'Neil to become CEO.

Parting words from Sir David. He says selling off RBS and Lloyds will "inevitably take longer than originally expected".

10.01 Meanwhile, over at the BBC, Robert Peston believes the City of London will become an offshore currency market for China.

Quote This would be seen as a further step on the road to towards relaxation of China's strict controls of the value of its currency and on flows of capital. The RMB would be on its way to becoming a proper globally traded currency, commensurate with China's status as the world's second biggest economy. But for the UK, there would be a boost both to business and jobs in the City and to the prestige and reputation of London as a global financial centre.

09.46 Further to our Repsol line at 07.57, Spain's biggest oil firm has sold 5pc of its shares for ?1.36bn to private investors.

09.43 Meanwhile, over in Greece, an EU official has admitted that the country will probably need more money than agreed in October. EU leaders are to meet on January 30 to discuss a ?30bn payout.

09.40 A new EU fiscal treaty is set to include an escape clause that allows the suspension of a balanced-budget rule during a period of economic downturn or other exceptional event, according to a draft of the document obtained by Reuters.

The document reads:

Quote Temporary deviation from the medium-term objective will only be allowed in cases of [an] unusual event outside the control of the contracting party with a major impact on the financial position of the general government or in periods of severe economic downturn for the euro area, the EU or the concerned contracting party.

Loopholes already?!

09.32 UK's trade deficit in goods and services was ?2.6bn in November, up from ?1.9bn in October.

09.14 Italian public debt fell to 2.7pc in the third quarter. Italy approved three austerity budgets last year in an effort to drive down its giant public debt, which has rattled financial markets and pushed the eurozone's third largest economy to the brink of bankruptcy.

Roubini's verdict: "Charts look like a free fall"

09.07 Top economist Nouriel Roubini has said that eurozone data suggest begninning of a double-dip recession. He adds that austerity measures will make conditions worse and the EU could break up in three to five years.

Roubini says India is facing several challenges and that GDP growth may disappoint with expansion of 7pc.

German economy grew by 3pc in 2011, strongest since 2006. But Q4 GDP is adjusted to -0.25pc.

Spanish industrial output in November falls by 7pc, more than 5.4pc expected.

07.57 Shares in Repsol, the Spanish oil and gas company, have been suspended from the Madrid stock exchange after the company said it is looking to selll a 5pc stake.

07.50 Bank of Japan Governor Masaaki Shirakawa has said there are limits to what monetary policy can achieve and governments must implement ?necessary? reforms to aid the global economy, as he gave a speech at the London School of Economics.

Quote Providing liquidity as ?a lender of last resort? is, in essence, a policy to ?buy time'. It is essential that the necessary structural reforms take place while time is being bought, as the time that we can buy becomes progressively more expensive.

07.35 More home news. State-owned lenders RBS and Lloyds Banking Group have given contracts to eight lobbying and public affairs companies despite a Government ban on other publicy-funded organisations spending money to influence legislation.

RBS paid six public affairs businesses last year as well as employing its own full-time team of lobbyists, while Lloyds used the services of two companies, according to the Independent.

07.31 What do you want first, the good news or the bad news? Ok, let's start with good:

Energy company EDF has cut its gas prices by 5pc (yay).

Bad news:

Asda has raised petrol and diesel prices by 1p per litre - the first unleaded rise for eight months (boo).

07.30 The Telegraph's Jeremy Warner has written a great piece on how Labour are failing to appear apologetic for its handling of the economy while in power.

The problem Miliband's got is that there is no monopoly on alternatives to government largesse as a way of tackling social unfairness. Cracking down on executive pay? The Coalition can do that. Getting tough on bankers? The Coalition is already being tougher than Labour ever dared. Incentives for apprenticeships? If they might work, the Government will no doubt do it. Stripped of its public spending clothes, Labour looks enfeebled. Capitalism?s crisis of trust has ironically become very much Labour?s problem, too.

07.23 Asian markets are still open. Japan's Nikkei is up 0.3pc, the Hang Seng is up 0.5pc, the Shanghai Composite is down 0.4pc, and the Kospi is down 0.4pc.

07.13 Quick bit of corporate news. Sainsbury's sales up 2.1pc over Christmas, but that figure includes VAT and is over 14 weeks. Chief executive Justin King says it's their best ever festive period.

Little Chef is reportedly shutting 70 restaurants, according to The Sun.

Supergroup sales are up 5.8pc and Greggs has also done well.

06.58 The Telegraph's Business section today is leading with a story that UK banks are being left vulnerable by the Bank of England and politicians.

The Bank's refusal to contemplate new support programmes for UK banks has left them with "few or no backstops", according to UBS analysts.

UBS analysts warned the lack of an emergency scheme from the central bank to support the banking system in the event of a new crisis had already led to rapidly rising funding costs for lenders. Government attempts to make British banks safer are also panned in the UBS report, with the increased cost of funding and the collapse in the share prices of major lenders cited as "clear signs of distress" among the UK's largest banks.

06.55 In the major Western markets today, the FTSE 100 is expected to open down 0.4pc, while the Dow Jones Industrial Average is set to open down 0.1pc.

06.50 The big news this morning is that Italian PM Mario Monti has said that the European Union must recognise Italy's efforts in fighting the sovereign debt crisis or risk the third-largest eurozone economy falling into the hands of anti-EU populists. Monti said:

Quote I cannot be successful with my policies if the policies of the EU do not change. If that doesn't happen, Italy - which has always been a pro-European country - could flee into the hands of populists.

Elsewhere, the Government yesterday sold bonds at a negative interest rate as investors effectively paid to lend money to the UK. For only the second time ever, the Treasury sold government bonds - known as gilts - that will pay returns below the level of inflation.

Treasury sources highlighted the UK gilt sale as a sign of market confidence in the Coalition government. But independent economists warned that extremely low bond yields also signal market pessimism about the world economy, the eurozone crisis and the likely return on other investments.

06.40 However, the picture for UK banks is less reassuring - UBS analysts said Britain's lenders have been left vulnerable by decisions made by the Bank of England and our politicians.

Harry Wilson reports:

The Bank's refusal to contemplate new support programmes for UK banks has left them with "few or no backstops", according to UBS analysts.

Their doubts over the Bank's policy comes as questions are raised about the central bank's fitness to take on new powers of oversight for the financial system.

The accountability of the Bank has become a major political issue. NKorea to pardon convicts; generals back young Kim (AP)

SEOUL, South Korea ? North Korea said Tuesday it will issue special pardons for convicts, a rare move that appeared to be aimed at boosting the popularity of young new leader Kim Jong Un as he attempts to fill his late father's shoes.

Efforts to show Kim is firmly in control have provided a drumbeat of news reports in state media since his father, Kim Jong Il, died Dec. 17. On Tuesday, the Korean Central News Agency reported that North Korea's top military officers again swore fervent pledges of loyalty, vowing to become human "rifles and bombs" to defend Kim Jong Un, who was recently appointed supreme commander of the armed forces.

The amnesty, to be issued beginning Feb. 1, is to commemorate what would have been Kim Jong Il's 70th birthday in February and the 100th anniversary in April of the birth of his father, North Korea founder Kim Il Sung.

KCNA did not say what sorts of crimes would be pardoned or how many inmates would be freed.

The pardons will be the first such dispensations in more than six years.

The measure appears aimed at winning public confidence for Kim Jong Un as the country struggles to revive its troubled economy, said Kim Kwang-in, a researcher at the Seoul-based North Korea Strategy Center.

A U.N. envoy on human rights in North Korea said last year that the country is estimated to hold up to 200,000 people in political prison camps. The North has denied the existence of gulags.

North Korea occasionally marks significant holidays by granting amnesties, and Pyongyang has promoted this year's Kim Il Sung centenary as a significant milestone in the country's history. North Korea last conducted such a special pardon in August 2005 to mark the 60th anniversary of Korea's liberation from Japanese colonial rule, according to South Korea's Unification Ministry.

Soldiers and top military officers, meanwhile, pledged to "remain true" to Kim Jong Un's leadership and shouted slogans such as "Devoted defense of Kim Jong Un," according to KCNA. Later Monday, troops later marched across the plaza outside Kumsusan Memorial Palace, where Kim Il Sung's body lies in state.

"We will build a 10,000-fold bulwark for protecting the supreme commander and become rifles and bombs to serve as Kim Jong Un first-line lifeguards and Kim Jong Un first-line death-defying corps," KCNA reported Ri Yong Ho, chief of the military's general staff, as saying.

North Korea has staged a series of rallies nationwide vowing to unite around Kim Jong Un and uphold his father's "military-first policy." During a massive public memorial for the elder Kim on Dec. 29, North Korea declared Kim Jong Un "supreme leader" of the ruling Workers' Party, the military and the country.

For the second time since Sunday, state television replayed a documentary focused on Kim Jong Un's military experience that shows him in the cockpit of a tank, galloping by on horseback and poring over documents at night.

North Korea is seeking to extend the Kim dynasty into a third generation as North Korea grapples with chronic food shortages and remains locked in a long-running standoff over its nuclear program.

Pyongyang and Washington recently met for talks on food aid and how to restart nuclear disarmament talks, but those discussions were suspended after Kim Jong Il's death.

The Korean peninsula remains in a state of war because the 1950-53 Korean War ended with an armistice, not a peace treaty. About 28,500 U.S. troops are stationed in South Korea to deter potential North Korean aggression.

Most Parents Tell Kids About Test Results for Breast Cancer Genes (HealthDay)

MONDAY, Jan. 9 (HealthDay News) -- Most parents who have genetic tests for breast cancer risk share the findings with their children, a new study finds.

Researchers interviewed 253 parents who underwent genetic testing for mutations in two common breast cancer-related genes (BRCA1 and BRCA2) that can be inherited. All the participants had children younger than age 25 at the time of the genetic test.

Twenty-nine percent of the parents were found to have a BRCA gene mutation associated with an increased risk of breast cancer, said Dr. Angela Bradbury, of the Fox Chase Cancer Center in Philadelphia, and colleagues.

Most of the parents in the study shared their test results (positive or negative) with at least one of their children. Of the 505 children, 334 (66 percent) were informed about the findings of their parents' tests.

Parents were more likely to share their test results with older children, but results were shared with about half of children ages 10 to 13, and some children who were even younger.

The researchers also found that parents were more likely to tell their children about negative test results -- meaning no breast cancer-related mutation was found -- particularly if the child was a girl.

Most children were not distressed when told about their parents' test results, but they were more likely to be upset when a mutation was detected and when they were younger than age 10, according to the report published online Jan. 9 in the journal Cancer.

"We know that adolescence is a time when children establish many important health behaviors they continue in adulthood. An understanding about children's reactions to these communications may assist parents in their decisions about whether, or when, to share their genetic test results," Bradbury said in a journal news release.

"This could also help parents begin conversations with their children that can encourage them to adopt healthy behaviors but not cause them distress," she added.

Linebacker leaves Hawaii to join Boise State football team

Linebacker Tyler Gray chose the coaches he just met over the ones he didn?t know.

Gray, a high school star who signed with Hawaii in February but grayshirted during the fall semester, committed to the Boise State football team Thursday ? a day before he was scheduled to fly to Hawaii and join the Warriors.

Hawaii changed coaches last month, which opened the door to other suitors.

Boise State contacted Gray for the first time Wednesday. The 6-foot-3, 225-pounder is from Templeton (Calif.) High.

"With all of Hawaii's coaches leaving, I didn't really know anybody that was there anymore. So we decided to go with Boise State," Gray told his local TV station, KSBY. "I feel very lucky that all of this, not just Boise State, but this whole thing happened. It's just the cherry on top I guess."

Gray was an all-state linebacker and productive running back at Templeton. He graduated last spring. As a senior, he made 143 tackles and five sacks and rushed for nearly 1,600 yards and 25 touchdowns.

John Spells, who is Gray?s speed coach and helps small-town athletes with the recruiting process, said he had been trying to get Boise State to recruit Gray for a couple years. The Broncos called out of the blue Wednesday, he said.

Gray has gained more than 20 pounds since his high school career ended a year ago.

?He?s a monster,? Spells said. ?He was born to be a linebacker.?

MCCLELLIN TO COMBINE

Former Boise State defensive end Shea McClellin of Marsing High has received an invitation to the NFL Scouting Combine, he said. He joins quarterback Kellen Moore, safety George Iloka and offensive tackle Nate Potter on the list of confirmed combine invitees.

McClellin also has received an invitation to play in the East-West Shrine Game. However, he remains hopeful that he?ll get an invite from the more prestigious Senior Bowl.

EAGLE HIGH KICKER COMMITS TO VANDALS

Jace Johnson gave the verbal commitment Thursday.

The 6-foot, 195-pound senior wrapped up his high school career with a second consecutive appearance on the All-Idaho first team as a kicker.

Johnson made 56-of-57 point-after tries and 7-of-9 field goals ? including a long of 39 yards ? for the state runner-up Mustangs. Eighty-eight percent of Johnson's kickoffs went for touchbacks.

?We all know that Jace has been blessed with a terrific leg, great determination and a high level of confidence,? Eagle coach Paul Peterson said. ?I think he has the characteristics that bode well for having a successful kicking career.?

Johnson said he will likely grayshirt and join the team in 2013.

?It just seemed right. I liked the coaches and everything about Idaho,? Johnson said.

US Navy rescues 13 Iranian seamen from pirates

The pirates were brought aboard the U.S.S. John C. Stennis, the same ship Iran's navy threatened on Tuesday. NBC's Brian Williams reports.

Casting aside current tensions between the U.S. and Iran, the U.S. Navy on Friday rescued 13 Iranian seamen who were being held captive by Somali pirates in the Gulf of Oman.

A Navy helicopter from the aircraft carrier USS John C. Stennis, responding to a distress call from a merchant ship under attack by pirates, chased the pirates to their "mother ship," an Iranian-flagged dhow that had earlier been hijacked.

A heavily-armed counter-piracy team from the Navy destroyer USS Kidd met little resistance when they boarded the dhow where they found 15 armed pirates and the 13 Iranians who were being held hostage. The pirates were taken into custody. The Iranians were set free in their dhow.

The rescue occurred about 175 miles southeast of Muscat, Oman.

It came less than two days after Iran threatened never to allow the USS John C. Stennis back to the Persian gulf following its departure last week for the Gulf of Oman and North Arabian Sea.

The USS Kidd responds to a distress call from the Iranian-flagged fishing dhow Al Molai on Thursday, Jan. 5. The Navy boarded the ship to rescue 13 Iranian seamen held captive by Somali pirates.

An Iranian surveillance plane last week video-recorded and photographed the vessel near the Strait of Hormuz, in a bid to cast its navy as having a powerful role in the region's waters.

Iran has threatened to close the route in possible retaliation to new U.S. and European economic sanctions, a tactic the U.S. already has said it would not tolerate.

About one-sixth of the world's oil passes on tankers through the Strait of Hormuz, and analysts have warned the price of Brent crude could temporarily jump to as high as $210 if the strait is closed.

U.S. officials have said the Navy's Fifth Fleet, based in nearby Bahrain, is prepared to defend the shipping route.

White House officials said Iran's threat showed Tehran was increasingly isolated internationally, faced economic problems from to sanctions and wants to divert attention from its deepening problems.

"It reflects the fact that Iran is in a position of weakness," White House spokesman Jay Carney told reporters Tuesday.

State news agency IRNA quoted Iranian army chief Ataollah Salehi as saying: "Iran will not repeat its warning ... the enemy's carrier has been moved to the Sea of Oman because of our drill. I recommend and emphasize to the American carrier not to return to the Persian Gulf.

"I advise, recommend and warn them (the Americans) over the return of this carrier to the Persian Gulf because we are not in the habit of warning more than once," he said.

Britain's defense secretary warned Iran Thursday that any attempt to block the key global oil passageway the Strait of Hormuz would be illegal and unsuccessful ? hinting at a robust international response.

During his ?first visit to the Pentagon for talks with U.S. Defense Secretary Leon Panetta, Philip Hammond told the Atlantic Council in Washington that the presence of British and American naval ships in the Persian Gulf would ensure the route is kept open for trade.

GOP candidates reveal last-minute strategies

Several storylines emerged Monday on the last full day of campaigning before Tuesday's Iowa caucuses. Front-runner Mitt Romney is trying to tamp down an upstart threat from Rick Santorum. Santorum was trying to shoulder past Ron Paul, who has been running a close second to Romney but now has Santorum nipping at his heels. Paul is calling his rivals' attempts to discredit his foreign policy and other views as desperation and demagoguery. Rick Perry is to trying to keep Santorum from pulling away from a three-way tie with him and Newt Gingrich by questioning Santorum's voting record on earmarks in the Senate. Gingrich is questioning his strategy of trying to stay positive against a withering onslaught of negative ads and attacks by rivals. And Michele Bachmann, running at the back of the pack, is predicting a "miracle" finish in the state that launched her campaign over the summer. No Republican contest has had the volatility of this one with candidates moving from the top to the bottom of polls. Iowa Rep. Steve King, whose endorsement is a coveted one, characterized the race as a game of "king of the hill." "If you're at the top of the hill, everybody has to try to pull you down and your negatives get illuminated and a lot of scrutiny goes on," King told CNN's Soledad O'Brien on "Starting Point." "If you have five or six people trying to pull you off the hill, eventually they do that, someone else takes the top of the hill." King said Romney has hung around the top of the hill. "He hasn't actually claimed the top of the hill and decide he was about to own it until about now." Romney, who for the most part has focused his attacks on President Barack Obama and left attacks on Republican rivals to surrogates and political action committees that support him, took shots at the other candidates in the GOP field and contrasted his record with that of Santorum at an event in Atlantic on Sunday, attention that proves Santorum's surge in polls is getting the front-runner's attention. Insiders survey: 2 out of 3 think Romney will win "Like Speaker Gingrich, Senator Santorum has spent his career in government, in Washington," Romney told reporters. "Nothing wrong with that, but it is a very different background than I have." Romney also reminded voters and members of the media that Santorum backed his first White House bid during the last presidential election. The former Massachusetts governor has a series of rallies across the state on Monday. Santorum addressed the endorsement Sunday during an appearance on NBC's "Meet the Press," saying he backed the former Massachusetts governor in 2008 to prevent Sen. John McCain from securing the GOP nomination. In another example of the changing climate, Santorum took aim Sunday at Paul's foreign policy positions. "Like the president said when he was campaigning and I predict, that if the president has four years where he's not looking for reelection, his foreign policy will not be any different than Ron Paul's foreign policy," Santorum said in Sioux City. Santorum will hold "meet and greets" with voters at five locations across the state on Monday. With Paul's rise to the top tier, rivals have attacked his noninterventionist views on foreign policy and less aggressive stance on Iran's nuclear program. They've also resurrected newsletters published under Paul's name in the 1990s that included racist comments. Paul has said he was unaware of the content of the newsletters at the time and rejected the content. In an interview with CNN's Candy Crowley on "State of the Union," Paul drew contrasts between what he called his consistent positions and those of his rivals, and said opponents are desperate to find ways to attack him. "They've been all over the place. They've been flip-flopping and they can't defend themselves," he said. "They're having a little trouble finding any flip-flops on me, so they have to go and dig up and distort and demagogue issues." As to assertions that he would be unelectable in the general election, Paul countered, "I've been electable. I was elected 12 times once people got to know me in my own congressional district. So I think that might be more propaganda than anything else." Paul took the weekend off to return to Texas to be with his wife but is back on the trail Monday, when he'll appear with his son Sen. Rand Paul, a tea party favorite, at four whistle stop locations across the state and Rand Paul will attend a fifth. Gingrich appears to be taking off the gloves in the final hours leading up to the caucuses, obviously smarting from the battering he's taken over the past month. Gingrich's rise in the polls, fueled by strong debate performances and a conservative wing of the party that still has reservations about Romney, was met with a barrage of negative ads from political action committees that support Romney. "For a state this size, to spend that number of dollars in negative ads aimed at one candidate is pretty amazing," Gingrich said. And he said that if he had the opportunity to do anything differently, "I would have pulled the plug on Romney's PAC." Asked if he felt he had been "swift-boated," a reference to the attacks on John Kerry's military record during the 2004 presidential campaign, Gingrich replied, "No, I feel Romney-boated." The former House speaker sounded as if he might ready to take off the gloves after his pledge to stay positive, what he called an "interesting experiment," if not on Monday then certainly in New Hampshire, which votes a week after Iowa. "New Hampshire's the perfect state to have a debate over Romney-care," he said, referring to the health care reform law passed in Massachusetts when Romney was governor, which contains an individual mandate that conservatives despise and say was the model for President Barack Obama's federal health care reform law. Gingrich's campaign bus will be on the road on Monday and he'll hold two town hall meetings and another tele-town hall meeting. Perry sought to downplay expectations of how he'll finish in Iowa, saying in an interview on "Fox News Sunday" that he got into the race late while "some of these folks have been running for years." Other candidates "may do OK in Iowa, but when it comes to running a national political campaign, they're going to falter." Perry is enlisting his most prominent supporters for a major rally on the eve of the caucuses. Louisiana Gov. Bobby Jindal and Kansas Gov. Sam Brownback, both of whom endorsed Perry early in the race, will join the Texas governor during his last event of the day. Joining them on stage will be former presidential candidate Steve Forbes, the chief proponent of Perry's flat-tax proposal, and Texas Lt. Gov. David Dewhurst, a longtime Perry ally in Austin. South Carolina Rep. Mick Mulvaney, one of the most popular conservatives in the early southern primary state, will also appear. Bachmann has heightened her rhetoric and optimism amid Hawkeye State poll figures that list her near the bottom of the pack in the state. During an interview Sunday with CNN's Wolf Blitzer, Bachmann reiterated her expectations that Iowans "are going to see a miracle" when the caucuses are over. She also said she is the only candidate with the resolve to perpetuate former President Ronald Regan's legacy and become "America's iron lady," a reference to former British Prime Minister Margaret Thatcher. Despite a consistent decline since winning the Ames straw poll in August, Bachmann has suggested the Iowa caucuses are unpredictable. "We don't know who will come to the caucuses [or] who won't," Bachmann said on CNN. "You can take poll tests, but everything that matters is who shows up and who do they support." Bachmann, one of the most frequent of Iowa visitors in the race to the White House, is a strong social conservative and often touts her history as a foster parent as well as her Iowa roots during campaign stops. She will once again hit the campaign trail Monday with two stops in the state: a restaurant stop in West Des Moines and an event at her campaign headquarters in Urbandale. Former Utah governor and ambassador to China Jon Huntsman, the other major Republican candidate in the race, isn't competing in Iowa but instead focusing his efforts on New Hampshire, which votes a week after Iowa. On Sunday, Huntsman sent a letter to supporters offering to match dollar-for-dollar contributions to his campaign. Huntsman's poll numbers have edged upward in New Hampshire in recent weeks but he has failed to break into the top tier. Romney has consistently held a large lead in polls there.

Illinois beats UCLA 20-14 in Fight Hunger Bowl

SAN FRANCISCO (AP) ? Waiting 12 weeks between wins was hard enough for Illinois. Terry Hawthorne and a stingy defense made sure the Illini didn't have to wait an entire offseason as well.

Hawthorne returned an interception 39 yards for Illinois' first touchdown late in the third quarter and the Illini snapped a six-game losing streak by beating UCLA 20-14 in the Fight Hunger Bowl.

"It's definitely a relief," said All-American defensive end Whitney Mercilus, who tied Simeon Rice's school record for sacks in a season with 16. "We've been pent up with a lot of anxiety, a little bit of anger with what happened throughout the season and what went wrong. ... It's a great feeling overall. I'm just ecstatic right now."

Nathan Scheelhaase added a 60-yard touchdown pass to A.J. Jenkins midway through the fourth quarter to seal the first victory for Illinois (7-6) since beating Indiana on Oct. 8.

It also gave the Illini bowl wins in back-to-back seasons for the first time in school history. The players celebrated it by dumping Gatorade on interim coach Vic Koenning during a postgame celebration.

"It feels great to come out with a win. It's why we came here," Scheelhaase said. "Coach Vic said the first night out here, we came here to win. We've been through some tough times but we have an amazing belief in our locker room in each other."

The game between two six-win teams who have already fired their head coaches matched the underwhelming expectations as there was little excitement before Hawthorne's third-quarter touchdown that gave Illinois its first lead.

UCLA (6-8) was held to 18 yards rushing in its third straight loss. Kevin Prince threw two TD passes, including one in the closing minute to Nelson Rosario after the game had been decided.

"This is not the way we wanted to go out, to send our seniors out," tight end Joseph Fauria said. "I guess there's some sort of relief for guys that have another year and looking forward to new beginnings. At the same time, this is going to be a bad taste in our mouth for these next six months or something. But we're excited for new beginnings."

It was an earlier pass by Prince that proved decisive. Three plays after Derek Dimke missed a 37-yard field goal for Illinois, Prince dropped back and threw to his left looking for Shaquelle Evans.

Hawthorne read the play perfectly and stepped in front of the throw for the interception and had a clear path to the end zone for the score that gave the Illini a 10-7 lead.

"The corner just jumped it," Prince said. "'It was a little hitch route. I was anticipating him playing in the quarters-type look, where he's going to be off, cover-two look. And he just picked the ball off. Good play by him, and brain fart by me."

Dimke added a 37-yard field goal early in the fourth quarter and Scheelhaase and Jenkins combined on their big play to make it 20-7 with 5:36 to go. Scheelhaase finished 18 for 30 for 139 yards with 110 yards rushing to lead the Illinois offense.

Prince completed just 14 for 29 for 201 yards and the Bruins were held to a season-low in rushing, well below their 190.7 yard per game average, by the stout Illini front.

The matchup between Big Ten and Pac-12 teams on New Year's weekend at a picturesque setting in California conjures up memories of Rose Bowls past. But this game was played on San Francisco's waterfront instead of with the San Gabriel Mountains in the background in Pasadena and was between two teams that had little to celebrate this season.

Both teams fired their coaches after disappointing regular seasons with Ron Zook getting let go by Illinois after losing six straight games to end the season and Rick Neuheisel getting run out at UCLA after a 50-0 loss to rival Southern California in the regular season finale. Neuheisel coached the Bruins when they lost the Pac-12 title game at Oregon, leaving them as the first team to go to a bowl with a losing record since North Texas in 2001.

With their head coaches gone and new coaches Tim Beckman at Illinois and Jim Mora at UCLA not set to take over until January, interim coaches Koenning and Mike Johnson ran the Illini and Bruins respectively.

There was so much turmoil that Koenning did not know if his offensive assistants would take part in the game until seeing interim offensive coordinator Jeff Brohm at breakfast before the game.

"I wasn't worried about that," Koenning said. "If I came up to that bridge and there wasn't a bridge there, then I'd worry about how to get across it. There are so many other things to worry about."

The Illini opened up the playbook in the first half but still trailed 7-3 at the break. They called a throwback pass to Scheelhaase, a reverse, a fake field goal and went for it on fourth-and-1 from their own territory.

UCLA stuffed Donovonn Young for a loss on that run from the Illinois 45, setting up Prince's 16-yard TD pass to Taylor Embree for the first score of the game.

The game, which is sponsored by Kraft, generated three meals for local food banks for each of the 29,878 tickets sold. Officials used an Oreo cookie for the opening coin toss.
