Minor league baseball teams often choose nicknames that reflect the local characteristics of the cities they represent. Some of these can be pretty obscure, such as the Toledo Mud Hens, Fort Wayne Tin Caps, or the Las Vegas 51s. Others more strongly hint at their locations.

Thread: Cutoff Bin Version 2 - Family Woodworking

I have been on a mission to knock things off my to-do list lately. My neighbor had some work done on his house and tossed some perfectly good plywood into the dipsy-dumpster he had parked out front on the street. Glad I came home when I did because about a half hour later, the company came and picked the dumpster up . This was quite timely as I have a cutoff bin rebuild on my list. The current bin has worked well but, I had grossly underestimated the amount of cutoffs I would have around.

The new design stores boards on edge for easier access and will hold much more material in the same footprint. The units will be modular as well so I can reconfigure if that becomes an issue. The center dividers and backs will be made from the free particle board LOML brings me home from work. Each pod will stack and bolt to the one below sized for pieces 40" and over, 30" and over, 24", 20" etc. It is times like this that I am glad I made a larger sled.

Free plywood isn't always flat and the tablesaw is not the best tool to dado large panels on. This trick takes some of the sway out so you can get a consistent dado depth.

I am pretty poor at working with sheet goods and you guys that do this sort of work would probably split a gut watching my methods. At any rate, this is a base unit for stuff 40" and longer so you get the idea. There will be a base to level things and get them up off the floor a couple inches. The stacked, bolted-together units will attach to the wall through the back. Sorry, no drawings as I just kinda eye-balled this with pencil, paper and tape measure .

Mars rover wind sensors damaged

Nasa has reported its first setback in the Curiosity rover mission to Mars.

Sensor circuits on the robot's weather station that take wind readings have sustained damage.

The mission team stresses this is not a major problem and will merely degrade some measurements - not prevent them.

It is not certain how the damage occurred but engineers suspect surface stones thrown up during Curiosity's rocket-powered landing may have struck the circuits and broken their wiring.

Nasa is describing the news as an isolated "disappointment" in what has otherwise been a spectacular start to the mission.

Javier Gomez-Elvira, the principal investigator on the broken instrumentation - the Rover Environmental Monitoring Station (Rems) - said he was hopeful of finding a good way to get past the issue.

"We are working to recover as much functionality as possible," he told reporters.

Curiosity - Mars Science Laboratory

Curiosity - also known as the Mars Science Laboratory, MSL - touched down in the equatorial Gale Crater two weeks ago.

It will operate on Mars for at least two Earth years, looking for evidence that the planet may once have had the conditions suitable to host microbial life.

Engineers are close to completing their programme of post-landing check-outs on Curiosity.

This has involved powering up all of the machine's instruments, and it was during this testing that the problem was found on Rems.

The weather station is a Spanish contribution to the rover project.

It records air and ground temperature, air pressure and humidity, wind speed and direction, as well the amount of ultraviolet radiation falling on the surface.

These parameters are measured from sensors distributed around the rover, but a number are held on two finger-like mini-booms positioned halfway up the vehicle's camera mast. This is where the wind sensors are located.

The Rems team first noticed there was something wrong when readings from the side-facing boom where being returned saturated at high and low values.

Further investigation suggested small wires exposed on the sensor circuits were open, probably severed. It is permanent damage.

No-one can say for sure how this happened, but engineers are working on the theory that grit thrown on to the rover by the descent crane's exhaust plume cut the small wires.

"It degrades our ability to detect wind speed and direction when the wind is blowing from a particular direction, but we think we can work around that," said Curiosity's deputy project scientist, Ashwin Vasavada.

All the other Rems measurements look good.

Air temperatures in Gale Crater have been up to about 2.7C in the Martian afternoon, and down to minus 90C in the middle of the Martian night.

In general, the rover is in rude health. On Monday, it wiggled its front and back wheels to check its steering capability.

Commands will now be sent up to initiate the first drive.

"We're going to drive forward a few metres, turn in place about 90 degrees and then back up," said mission manager Mike Watkins. "We should make tracks."

Another major engineering milestone passed this week has been the unpacking of Curiosity's robotic arm.

It was flexed to exercise its joints. The arm holds a 30kg tool turret on its end that includes a drill to take powered samples from rocks.

  • (A) Curiosity will trundle around its landing site looking for interesting rock features to study. Its top speed is about 4cm/s
  • (B) This mission has 17 cameras. They will identify particular targets, and a laser will zap those rocks to probe their chemistry
  • (C) If the signal is significant, Curiosity will swing over instruments on its arm for close-up investigation. These include a microscope
  • (D) Samples drilled from rock, or scooped from the soil, can be delivered to two hi-tech analysis labs inside the rover body
  • (E) The results are sent to Earth through antennas on the rover deck. Return commands tell the rover where it should drive next

3 Tips to Keep Cool & Fit Outdoors | Charter Fitness

Soaring temperatures and intense sunshine make the thought of sweating outside about as appealing as frying like an egg on a blacktop driveway in the middle of July. However, due to that same sunshine and heat, we are probably spending more time outdoors with friends this season.

What you may not realize is that extra outdoor activities such as swimming, softball games or riding bikes are additional opportunities for fitness that extend beyond your regular workout schedule. Burn more calories and keep a social life ? what could be better?

In honor of these extra fitness activities, we?ve gathered some tips on how to stay cool and safe while working it out in the sun.

Hydrate, hydrate, hydrate
I?m sure you?ve heard the advice before, but staying hydrated really is important! The key here is to not wait until you feel thirsty to start drinking water, as thirst is a signal for the early stages of dehydration. Instead start, drinking water (low calorie, low sugar beverages are best) as soon as you know you?ll be spending time in the sun.

Be colorful
Put that black shirt back in the closet; choosing light-colored clothing instead helps reflect the sun?s rays, not absorb them. Stay even cooler (temperature-wise at least) by wearing loose-fitting clothing. Depending on the activity, moisture-wicking workout gear may be appropriate, too.?

Listen to your body
Most importantly, make sure to listen to your body ? it?s smart! ? while doing any sort of activity (indoor or outdoor). If you start to feel dizzy, faint or nauseous, stop what you are doing right away. Find a place to cool off and rest. If symptoms persist, you may want to seek medical attention.

Patrick Faulwetter - Lines and Colors

Originally from Germany, Patrick Faulwetter is a concept artist who started with an interest in architecture that then then shifted into automotive design and led him to work with the Volkswagen and Audi Design Center in California.

He later moved into concept design for the entertainment industry, and his film credits include Priest, GI Joe 2: Retaliation and Bryan Singer?s Jack and the Giant Killer and his clients include Blizzard, Electronic Arts, Rythm and Hues and Imagi.

His website showcases his professional work and is divided into sections for Design, Environments, Concept and design challenges. The Environments section is the one in which you will find the most images (note the small link below the thumbnails to the second page).

Faulwetter has a wonderful faculty for conveying scale and atmospheric perspective, as well as superb control of limited palettes and dramatic lighting.

Faulwetter also maintains a blog called Sketchpat, on which he has posted some concept sketches, but his most recent posts, and the majority of the images on the blog, are digital location paintings, painted en plein on a laptop computer with a small pressure sensitive tablet.

I was going to include someof his digital location sketches here, but I was so impressed with them that I decided to make them the subject of a separate post.

The Times' college football countdown: No. 12 West Virginia

The Big 12 is thrilled to welcome in West Virginia and is betting the Mountaineers fit like a cork in a jug.

The Big East demanded $20 million in early-exit fees from West Virginia as it reminded everyone the school's early nickname was "the Snakes."

Conference realignment has become a combat sport, but out of the Shenandoah Valley this too shall pass.

The Big East named a new commissioner this week as it tries to regain its bearings.

West Virginia hired a new travel agent as it readies for trips to Lubbock, Stillwater and Ames.

The Big 12 bought West Virginia stock at just the right time, with the Mountaineers coming off a 70-33 win over Clemson in the Orange Bowl.

West Virginia brings its hyperactive offense to a conference that has been playing defense of late only because the rules require it.

Check out these final 2011 national Big 12 defensive rankings: Baylor (116), Iowa State (95), Kansas (120), Kansas State (72), Oklahoma State (107), Texas Tech (114) and Oklahoma (55).

A lot of those inflated numbers can be attributed to the spread of spread offenses and won't get better with West Virginia returning most key starters from a team that averaged 37.6 points per game.

Though the conference switch will require a time-zone adjustment, West Virginia's coaching staff is quite familiar with Big 12 territory.

Second-year Mountaineers Coach Dana Holgorsen spent the better part of a decade in the Big 12 as an assistant at Texas Tech and Oklahoma State.

Holgorsen's new defensive coordinator, Joe DeForest, spent the last 10 years at Oklahoma State.

Yes, Holgorsen said, there will be longer trips, but this isn't NBA travel, either.

"It's going to be an airplane ride," Holgorsen said. "So you're going to jump on a plane and fly a couple of hours no mater where you go. From there it's just all about routine."

West Virginia has a chance to compete immediately.

The Big 12 lost a lot of firepower with the departures of NFL draft-pick quarterbacks Robert Griffin III (Baylor) and Brandon Weeden (Oklahoma State). Missouri quarterback James Franklin left, along with the rest of his team, to the Southeastern Conference.

West Virginia senior Geno Smith should move right to the top shelf of Big 12 quarterbacks, coming off a year in which he set the school's single-season record with 4,385 yards.

Smith, you may recall, blistered LSU's vaunted secondary last year for 463 yards in defeat at Morgantown.

West Virginia also returns top receivers Stedman Bailey, Tavon Austin and most of the offensive line.

Defense?

Yes, the Mountaineers will have to play some, although Oklahoma State nearly got into the national title game last year with a unit that didn't crack the nation's top 100.

Oklahoma State countered the huge yardage giveaway with a plus-21 turnover margin, so look for new coordinator DeForest to try to bring that strip-the-ball mind-set to the Mountaineers defense.

We?re all aware of the greenhouse effect and how uncomfortable it could hypothetically be. However, conservatories come with great features that ensure liveable, comfortable, pleasant temperatures. Blinds
Blinds are simple, often taken for granted additions; however they are one of the most effective additions for those looking to maintain the temperature in a conservatory. Under floor heating

Radiators

Air Conditioning
Of course, you can also place an air conditioning unit in your home. These units are becoming quieter and smaller and so more feasible than ever before. They may cost a little more but they provide probably the best way to keep a conservatory at a comfortable temperature. Furthermore, they allow the most control, so whether you prefer cooler temperatures or a cosy feel, you can choose the temperature you like to the nearest degree.

Glass
The sort of glazing and glass you use can also have a significant effect on the level of heat your conservatory holds. Double glazed glass and better can really save a significant amount on your heating bills and manages to insulate the heat levels of your room. Solar glazing helps to keep your conservatory cool in the summer and warm in the winter. Choose from a range of different kinds of glass when choosing your conservatories, depending on your needs and requirements.

Design
The design of the conservatory, number of windows and doors that can be opened and the direction which the conservatory faces also effects the level of coolness or heat your conservatory can hold. Jim Rogers is easily one of the most famous investors of all time. His astounding track record has led him to become one of the most successful traders ever, earning deep respect throughout the financial world. Better yet, Rogers is not the least bit shy about speaking his mind, whether he is right or wrong. Gold investing?has long dominated the precious metals space, as investors have used this ultra-popular metal as both a trading/speculative instrument as well as an integral part of a longer term strategy. While silver still has a large presence in the financial world, it is not often that a big name steps into the limelight and touts this white metal over its gold counterpart.

Rogers? Reasoning

Rogers noted that for the time being, silver presents itself as a better play, as it has been a slightly better performer over the past five years. ?Consider this: Silver is the only major commodity not to have reached a new all-time high in this bull market; silver is still cheaper than it was 32 years ago, prices are astonishingly depressed??writes Peter Cooper. Also, historically, gold has a history of being worth anywhere from 12 to 15 times silver; that figure is currently showing gold as being roughly 50 times more valuable than its counterpart metal.

Rogers also urges that silver?s volatility may make it the perfect option come fall when it is widely expected that the Fed will be announcing yet another quantitative easing program that could create a mad rush into silver. Of course, that is not to say that it will not be a bumpy road along the way. Silver has not maintained quite the composure of gold through the years, as it is known to exhibit massive movements, so the next few months will likely be more of the same.

WWE CLASSICS: How does it feel to be ranked as the No. 1 villain in sports-entertainment history?

RODDY PIPER: Actually, I?m quite honored and I?ll tell you why. The very first individual that breaks out in my mind as a top villain is Gorgeous George, and it?s hard to beat the first guy.

WWE CLASSICS: How did you become a great bad guy?

PIPER: There was a lot of work that people don?t know about that I did to establish my villain persona. There were a lot of miles on the road that went into it, thousands upon thousands of hours of writing on yellow pads while driving in my car with the dome light on. I can?t begin to tell you how many individuals in the industry would school me 24 hours a day. I would then perform at night and they would tear me up afterwards, over and over, to help me perfect my craft. So, from my point of view, I?m humbled, and I take this recognition by WWE.com as a complete honor. It blows me away. (SEE THE FULL LIST)

WWE CLASSICS: Piper?s Pit was a unique concept. How did the segment benefit you as a villain?

PIPER: Piper?s Pit was totally unscripted, everything just happened, thus innovation was a challenging must to accomplish. One of my early Pits involved a fellow named Frankie Williams, and I didn?t have a clue as to what I was going to do. So I asked him where he was from, and in the thickest Hispanic accent he said I?m from Columbus, Ohio. Bang, we?re on!

WWE CLASSICS: WWE fans still talk about that segment today.

PIPER: I felt that that interview more than any other put Piper?s Pit on the map. And what was a positive for me was that I didn?t know who was going to be on. I honestly had no idea. Things changed on a dime back then. But I had a personal knowledge of just about everybody in the business, and I had that banked in my back pocket, so if I got stuck I would go there. But in the Pit I had to be biting and original and controversial, all at the same time. Plus I set a personal bar to top myself each and every week. That became difficult. But I believe that I did just that, and the rest, as they say, is history. (WATCH: THE WILDEST PIPER'S PITS)

WWE CLASSICS: What would you say was your most villainous moment?

PIPER: Probably when I had my altercation with Cyndi Lauper in 1984. She was the female entertainer of the year that year. And I also broke her gold record over the head of Captain Lou Albano, all in the same night. After all was said and done I turned around and there was a New York City policeman in uniform with a gun, standing in the middle of the ring at me. I looked at him like, ?What are you doing here?? It got pretty warm in there pretty quickly. (WATCH)

WWE CLASSICS: Over the years, the jeers turned to cheers for you. Did you set a course for that to happen in your career, or did you want to remain a villain all the way?

PIPER: I?m a villain at heart. I?m a born villain. But at WrestleMania 2, when I boxed Mr. T, they started chanting my name. I didn?t know why they did that, but it?s never stopped from that moment. And quite frankly, to that end, if I might tweak an original ?Piper-ism?: Just when you thought I had the answers, they changed the questions!

TNI:The Limits of Latitude The UN drug control conventions

This briefing paper outlines the international legal drug control obligations, the room for manoeuvre the regime leaves open to national policy makers and the clear limits of latitude that cannot be crossed without violating the treaties. It also covers the vast grey area lying between the latitude and limitations, including the legal ambiguities that are subject to judicial interpretation and political contestation.

The paper applies the traffic light analogy to drug law reform in order to divide ongoing policy changes and emerging proposals into three categories regarding their legal tenability:

RED: stop or challenge the conventions;
ORANGE: proceed with caution; and
GREEN: please proceed.

The present system of worldwide drug control is based upon three international conventions. These are the 1961 Single Convention on Narcotic Drugs, as amended by the 1972 Protocol, the 1971 Convention on Psychotropic Substances and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

While the substance of the drug control conventions is complex, their function is simple. They provide the legal structure for an international system of drug control by defining control measures to be maintained within each state party to these conventions and by prescribing rules to be obeyed by these Parties in their relations with each other. These rules can be categorized by two principal methods of achieving drug control. These are commodity control (the definition and regulation of the licit production, supply and consumption of drugs) and penal control (the suppression through criminal law of illicit production, supply and consumption.)

The conventions therefore operate with the intention of creating an appropriate balance between penal sanctions, the degree of real and/or potential harm associated with specific drugs and their therapeutic usefulness.

The overarching concern for the ?health and welfare of mankind? expressed within the conventions? preambles, required a dual goal: reducing the availability of drugs to prevent abuse and addiction that ?constitutes a serious evil for the individual and is fraught with social and economic danger to mankind?, while at the same time ensuring adequate availability because their medical use is ?indispensable for the relief of pain and suffering?.

The global control system, established with that twin purpose, effectively ended the large-scale diversion of narcotic drugs like cocaine and heroin from pharmaceutical sources to illicit channels. However, it was unable to prevent the resulting rapid expansion of illicit production that began supplying the non-medical market instead.

The tensions resulting from the inherent duality exacerbated as the system evolved based on the implicit principle that reducing availability for illicit purposes could only be achieved through the penal enforcement of predominantly prohibition oriented supply-side measures.

The tightening of drug laws, escalation of law enforcement efforts and an actual ?war on drugs? against the illicit market, over time distorted the balance at the expense of the other side of the coin.

KEY POINTS

? Decriminalization of possession, purchase and cultivation for personal use operates reasonably comfortably inside the confines of the UN drug control conventions

? Harm reduction services, including drug consumption rooms, can operate lawfully under the drug control treaty system

? There are limits of latitude; a legal regulated market for non-medical use of cannabis or any other scheduled drug is not permissible within the treaty framework

? Legal tensions exist with other international legal obligations such as those stemming from human rights or indigenous rights

? Growing doubts and inherent inconsistencies and ambiguities provide legitimate ground for demanding more space for experimentation with alternative control models than the current systems allows

S.Africa goes big on birth control for elephants

JOHANNESBURG (Reuters) - A South African province home to thousands of elephants is planning a birth control campaign for the pachyderms to prevent a population explosion that could threaten plants and wildlife.

Unlike other parts of Africa where elephant stocks have dwindled to dangerously low levels due to poaching and a loss of habitat, South Africa has seen its populations steadily grow through conservation, with the country pressed for room to house the massive animals with hefty diets.

KwaZulu-Natal province, in the southeast, is looking to expand a project running for more than a decade where elephants populations have been controlled by injecting cows with a vaccine that triggers an immune system response to block sperm reception.

"Slowing the growth rate will allow time to be gained to achieve other biodiversity objectives, such as land expansion, without having to cull the elephants," said Catherine Hanekom, an ecologist for Ezemvelo KZN Wildlife.

South Africa, which had just over 100 elephants nearly a century ago, now has more than 20,000, studies said.

The overpopulation problem is the most dire in neighbouring Botswana, home to at least 133,000 elephants, where vast forests have been lost to satiate their appetites. With a human population of 2 million, it has the highest elephant-to-people ratio in Africa, at one for every 14 people.

Adult elephants consume about 100 to 300 kgs (220 to 660 pounds) of food a day and most elephants in South Africa are in fenced-in reserves where vegetation could be decimated if populations grow too large.

"Because we have taken away opportunities, they don't have the chance to remedy the overpopulation naturally as they would through migration," said Audrey Delsink Kettles, an elephant ecologist who has been leading studies for years on contraception at Makalali Private Game Reserve.

Testing of the vaccine, administered by dart and requiring an annual booster, has been conducted at 14 small reserves. Studies have shown it is reversible, nearly 100 percent effective and has no adverse impact on elephant health or behaviour, Kettles said.

Contraception is seen as a humane alternative for controlling populations over the other main options of culling herds or moving them vast distances to areas with more food.

The Humane Society of the United States and Humane Society International have backed the vaccine.

"Failure to control the reproduction of the species ... leads to a population that exceeds the carrying capacity of the reserve and to habitat degradation," they said in statement.

US retail sales up solid 0.8% in July

? Americans increased their spending at retail businesses in July by the largest amount in five months.

Retail sales rose 0.8 percent in July from June, the Commerce Department reported Tuesday. It was the largest increase since February and followed three months of declines, including a 0.7 percent drop in sales in June.

Could Apple sell a $200 iPad mini, and how would investors react if they did?

The name game: What Apple could call the 7-inch iPad

Lately on iMore, and other websites, there has been a lot of discussion around the idea of Apple selling a lower cost tablet. So I thought it would be worth writing about this topic from the perspective of an Apple investor. Is a cheaper tablet a good idea? Is it necessary?

Absent an official Apple press release, we don?t actually know with 100% certainty that this will happen, but for the sake of argument let?s say it does. To me, the idea of a smaller iPad makes a lot of sense. I have an iPad and two BlackBerry PlayBooks in my house. Every one of these three tablets gets plenty of use, and I can see the use cases for large and small.

Besides that, Apple has a long history of successfully carrying multiple sizes. Just look at the MacBook Pro and Macbook Air lines. You have 11-, 13-, and 15-inches options (and until a couple of months ago, 17-inches as well). I?ve always said that tablets can come in multiple sizes. Once you pick an aspect ratio (whether it be 16:9 or 4:3, or something else), the size should just be an option. It has been this way in the TV industry forever. Why are tablets any different?

If you buy my argument that size is simply an option, why would a slightly smaller iPad deserve a significantly smaller price? How can Apple price a 7-inch iPad at $199 or $249 while asking the much larger price of $499 for the regular (new) iPad?

It?s probably not fair to compare the new iPad to an iPad mini either. If Apple uses the same resolution of the iPad 2 and similar spec?d components, then we should compare an iPad mini against a $399 iPad 2. But still, half the price for slightly smaller? What will this do to the company?

Let?s take a look at current iPad gross margins. Reuters reported on evidence coming out of the Apple vs. Samsung court case, saying:

Between October 2010 and the end of March 2012, Apple had gross margins of 23 to 32 percent on its U.S. iPad sales, which generated revenue of more than $13 billion for Apple, the filing said. Apple does not typically disclose profit margins on individual products.

Is this data actually accurate? I?m not convinced. Even at the 32% level, I have a hard time believing a $499 iPad costs Apple as much as $378 to manufacture, which is what the cost needs to be for a 32% margin. iSupply pegs the bill of materials + manufacturing on an iPad 3 16GB at $316.05, and an iPad 2 16GB at $240.10. Who knows how Apple defines gross margin in court statements. Separately, UBM TechInsights says Apple actually earns a margin of about 53% on the iPad 2.

That sure sounds more like the Apple I know. Premium prices, premium margins. But still, they do sell lower end products such as the iPod touch. Currently an 8 GB model of the iPod Touch sells for $199, and production cost is estimated to be around $150. That makes for a +30% margin on Apple?s lowest cost iOS device.

A $200 iPad Mini, to me, seems completely out of the question. Why in the world would Apple launch an iPad 2 quality product at an iPod touch price? Normally, within Apple, portability has been marketed as a feature, not a cost-saver.

If Apple was to sell an iPad at sub 30% margins, I think the stock would take a deep nosedive. There?s just no good reason for Apple to make such a move right now.

Perhaps months ago, when the Amazon Kindle Fire was released (sold at essentially zero margin, for $199) and the Google Nexus 7 was on the horizon (also sold at essentially zero margin for $199), Apple may have considered defensive moves to capture market share and keep the competitors out. But today? It doesn?t seem necessary at all. Even in China, Apple has institutional investors who would sell en masse. Wall Street would start puking out the stock. It?s really as simple as that.

Wall Street already understands perfectly well that the iPad has much lower margins than the iPhone. But Apple is still a company with 72.7% market share for tablets in China. Price is not limiting Apple?s market share, clearly.

My take is, we will see a smaller iPad. Reporting by iMore and others has pretty much confirmed this. But nobody seems to be as sure about the price point. I think Apple has already established market share leadership with the iPad and doesn?t need to cut prices significantly. I would be shocked if an iPad Mini hits the market at $299 or below. But at the $299 or above price point I think Apple can still earn reasonable margins, while opening up the market to much larger volume, and further cementing its market share lead.

Google to cut 4,000 Motorola Mobility jobs, shares rise

(Reuters) - Google Inc will slash 20 percent of the workforce of Motorola Mobility in the Internet search giant's largest job cuts ever as it moves to make more smartphones and fewer simple mobiles.

The news sent Google's shares up as much as 2 percent but analysts said it was unclear if the cuts were enough to restore the fortunes of Motorola, whose last hit was the Razr flip-phone launched eight years ago.

"I think it's still going to be challenging to navigate the waters (of the handset business); how do keep your partners happy and how you push your own smartphone devices at the same time," Morningstar Inc analyst Rick Summer said.

"This is the obvious step. The things that are harder are how do you drive profitability, how do you carve out a niche for Google devices, how to end up delivering solid returns on capital."

Google bought the money-losing cellphone maker for $12.5 billion last year, aiming to use Motorola Mobility's patents to fend off legal attacks on its Android mobile platform and expand beyond its software business.

The cellphone maker has lost money in 14 of the last 16 quarters and in its latest quarter reported an operating loss of $233 million on revenue of $1.25 billion.

While many questions remained over whether Motorola's strategy, Morgan Stanley upgraded Google to "overweight" after the cuts.

"We believe that Google is planning to reduce Motorola Mobility's smartphone portfolio to a few reference Android devices, and perhaps a couple of tablet devices," analysts at the brokerage said.

Google had evaded questions about its plans for Motorola Mobility when it reported quarterly results last month, saying it had yet to complete its homework on the various businesses.

Recent media reports have suggested that Google is shopping Motorola Mobility's television set-top box business which is not the best fit with Google's high-profit-margin Internet business.

WHAT SIZE FITS?

Morningstar's Summer said he does not expect mass layoffs at Motorola, but said things might change as Google reviews all of the cellphone maker's units and tries to sell the TV unit.

Others were similarly unclear about the right size for Motorola, which will close nearly a third of its offices.

"They are still learning what makes it a leaner meaner machine. I think as we move into the new year, there maybe more right-sizing," said Susquehanna Financial Group analyst Herman Leung.

Google said in a regulatory filing it expects to take a severance-related charge of up to $275 million mostly in the third quarter, but with some possibly trailing through to the end of the year. It warned there could be some other significant charges yet to be calculated.

Google shares were trading up 2.2 percent at $656.30 in early afternoon trade on the Nasdaq. They touched a high of $655 earlier.

One-third of the jobs lost will be in the United States, but the company has not specified where or what facilities would be affected.

Earlier the New York Times reported Google's plan and said it was looking to shrink operations in Asia and India, by not just exiting unprofitable markets, but also stopping making low-end devices and focusing on a few cellphones instead of dozens.

Motorola Mobility, which has 94 offices throughout the world, will center research and development in Chicago, Sunnyvale, California and Beijing.

In addition to the planned cuts, Google has downsized Motorola Mobility's management, letting go 40 percent of its vice presidents, but has also hired new senior executives, the New York Times said.

Syrian premier who defected: Regime near collapse

AMMAN, Jordan (AP) ? The Syrian prime minister who defected said Tuesday that Bashar Assad's regime was near collapse and urged other leaders to tip the scales and join the rebel side. The U.N. said an estimated 2.5 million Syrians have been injured, displaced or face problems securing food or other necessities, a sharp rise from about 1 million three months ago.

It was the first public statement by Riad Hijab since he left his post and fled to Jordan with his family last week. Hijab is the highest-ranking political figure to defect from Assad's regime.

"The regime is on the verge of collapse morally and economically in addition to cracks in the military," Hijab told a news conference in the Jordanian capital, Amman.

Hijab is a Sunni Muslim from the eastern province of Deir el-Zour where rebels claimed to have shot down a regime MiG-23 warplane on Monday. Hijab, who was not part of Assad's inner circle, said the trip to Jordan lasted three days during which he was protected by rebels of the Free Syrian Army.

He said he felt "pain in his soul" over the regime's shelling and other attacks on rebel strongholds as the government stepped up its military offensive. Activists say more than 20,000 people been killed in the struggle since March 2011.

"I was powerless to stop the injustice," Hijab said, speaking in front of the rebel flag. He called on "honorable leaders" in Syria to defect as well.

"Syria is full of honorable officials and military leaders who are waiting for the chance to join the revolution," he said, adding that Assad's forces only control 30 percent of Syria.

"I urge the army to follow the example of Egypt's and Tunisia's armies ? take the side of the people," he added.

Hijab said he was now backing the rebels, but gave no clue on his plans. There had been speculation that he would travel to the Gulf nation of Qatar, which is one of the rebels' main supporters.

The Britain-based Syrian Observatory for Human Rights said at least 45 people, including 29 civilians, were killed in Tuesday throughout Syria while the Local Coordination Committees, another activist group, said 50 people lost their lives. The Observatory said six members of the same family, including two children, were killed when troops shelled the eastern village of Shumaita.

In Geneva, the U.N. said that its humanitarian chief has begun talks in Syria on a mission to boost international aid inside the war-battered country. Valerie Amos was to meet with Syria's foreign ministry and the Red Crescent, which has been the pipeline for humanitarian supplies to Syrians caught in the civil war.

Jens Laerke, a spokesman for the U.N. Office for the Coordination of Humanitarian Affairs in Geneva, said Amos is on a three-day visit to the region.

She said the U.N. now estimates that more than 2 million Syrians have been injured, displaced or facing problems securing food or other necessities. Also, more than 200,000 refugees have fled to neighboring countries including Turkey, Lebanon and Jordan.

"We have a situation where there is an ongoing humanitarian crisis," Amos said in Damascus after meeting National Reconciliation Minister Ali Haidar. "Three months ago, we thought that there were about a million people who were in need of assistance. We're now having to revise that number to about 2.5 million," she added.

"I think it's important that all parties to the conflict recognize that it is ordinary men and women who are caught up in the middle of this and that it is important that the fighting stops," she added.

A spokesman for outgoing U.N. peace envoy Kofi Annan said that Syria authorities have backed former Algerian Foreign Minister Lakhdar Brahimi as his successor. The spokesman, Ahmed Fawzi, said the next step was for Brahimi, a longtime U.N. official, to formally accept the post and resume efforts for a diplomatic solution to Syria's crisis.

In Lebanon, the militant Hezbollah group denied Tuesday that a man captured in the Syrian capital of Damascus and shown in a video released by the rebels was one of its members.

The video is the latest incident to reflect rising sectarian divisions in Syria's vicious civil war, which has seen an increase in abductions of Shiite Muslims who many rebel fighters perceive as supporting Assad. The regime is dominated by members of Assad's Alawite minority sect, an offshoot of Shiite Islam. Sunnis, who are the majority in Syria, make up the backbone of the opposition.

The video purporting to show the captured Lebanese man followed another highly circulated rebel video Monday, showing the downing of the Syrian MiG and armed men later holding the captured pilot who ejected. Syria acknowledged a pilot had bailed out of a disabled plane but blamed the crash in Deir el-Zour on a technical malfunction.

In the video with the Lebanese captive, a man identifies himself as Hassane Salim al-Mikdad, and says he was one of 1,500 Hezbollah fighters sent to Syria on Aug. 3. The video was said to have been released by rebels and aired by Arab satellite TV Al-Arabiya on Tuesday.

"Most of those who entered were snipers," said the captive, whose face showed bruises as three masked gunmen stood behind him. A man, who could not be seen, was asking the hostage questions.

The captive then says that Hezbollah leader Sheik Hassan Nasrallah gathered the men before they headed to Syria and told them that they should go to "support the Shiite regime and the Shiite army against Sunni gangs." The authenticity of the video could not be independently confirmed.

Hezbollah, a Shiite Muslim group, is a key backer of Assad's regime. The Syrian opposition has repeatedly accused it of sending fighters to Syria, which Hezbollah denies.

Hezbollah issued a statement early Tuesday saying it "categorically denies that Mr. Hassane Salim al-Mikdad is one of its members."

There have been several attacks and abductions in Syria of Shiites from Lebanon, Iran and Iraq over the past months that were blamed on Syrian rebels. In May, Syrian rebels captured 11 Lebanese Shiites shortly after they crossed from Turkey on their way to Lebanon.

Earlier this month, 48 Iranians were captured by Syrian rebels near Damascus. Rebels claim the Iranians include members of Tehran's Revolutionary Guard and were on a "reconnaissance mission" in the Syrian capital. Iran insists the men were on a religious pilgrimage.

The Lebanese are apparently held to try to pressure the government in Beirut to show greater support for the Syrian rebels ? which is unlikely because of Hezbollah's strong influence and backing of Assad.

Also, many Iraqi Shiites, streaming back to their homeland in the past month to escape the conflict in Syria, reported a rash of attacks against their community, apparently by Sunni rebel gunmen. In July, 23 Iraqi Shiites were killed in Syria, some of them beheaded, according to the Washington-based Shiite Rights Watch. In one gruesome case, the U.N. said an Iraqi family of seven was killed at gunpoint in their Damascus apartment.

The motives for the attacks on Iraqis are unclear. They may be revenge against any Iraqi because the Shiite-led Iraqi government is seen as siding with Assad.

In other violence across Syria on Tuesday, activists reported clashes and shelling in the northern city of Aleppo, southern province of Daraa, suburbs of Damascus and the northwestern region of Idlib.

State-run Syrian TV said gunmen shot and killed Maamoun al-Zoebi, deputy director of the health ministry in the southern province of Daraa, as he was leaving work. The station said four gunmen shot him dead then took his car and drove away.

On Monday, gunmen abducted the correspondent of Iran's Arabic-language TV al-Alam in the central city of Homs Ahmad Sattouf, his wife told The Associated Press. She said he was taken from his office and his whereabouts are unknown.

Sattouf becomes the third journalist to be abducted in Syria over the past three days. Three other journalists were killed over the weekend in Damascus and its suburbs.

State-run news agency SANA said one of its reporters was wounded Monday while covering clashes in Aleppo.

(AP) ? Evangelist Billy Graham remains in stable condition after a restful night at the North Carolina hospital where he's being treated for bronchitis.

Nurses said Graham had breakfast Monday morning at Mission Hospital in Asheville and was doing well. Pulmonologist David Pucci said Graham's infection was responding well to treatment.

The 93-year-old Graham was admitted to Mission Hospital overnight Saturday for treatment of the lung infection. Graham spokesman A. Larry Ross said Graham watched the closing ceremony of the London Olympics from his hospital bed Sunday evening.

Earlier Sunday, he had watched grandson Will Graham on television as he preached at First Baptist Church of Spartanburg, S.C. His daughter, Gigi, and another grandchild ate lunch with him that afternoon.

No date has been set for his discharge, but physicians hope Graham's rapid recovery will continue and he'll be able to return home soon.

Graham was hospitalized for pneumonia last November. His staff says the evangelist's health has been good since his release, though he had remained at his home in Montreat.

He's working on an upcoming book.
